Registration on an LTE network without PDP context enabled

I have a question about connecting the device to an LTE network. According to some tests I've carried out and some questions I've seen on devzone (https://devzone.nordicsemi.com/f/nordic-q-a/69326/multiple-apn-setting-on-nrf9160), whenever you want to connect to an LTE network, a default PDP context is always automatically created and activated, which establishes an active data connection and allows communications. Is it possible to somehow register the device on an LTE network without having to activate the default PDP context?

In a test carried out with a roaming device, it was noticed that the device manages to successfully connect to an LTE network but for some reason it immediately deregisters, returning the EMM reject cause 15 error, which I assume has to do with the PDP connection that is activated by default once it manages to successfully connect to the network. To get round this error, if it were possible to keep the device registered on the network, an SMS would be sent to the device, for example, in order to change some configuration to carry out some operation.

    Do you have logs from this connection? Is this the same application/network/hardware as support ticket 334567?

    Cause #15 – No suitable cells in tracking area
    This EMM cause is sent to the UE if it requests service, or if the network initiates a detach request, in a tracking
    area where the UE, by subscription, is not allowed to operate, but when it should find another allowed tracking
    area or location area in the same PLMN or an equivalent PLMN

    Have you tested the PDN connection using the Cellular: PDN sample? What network are you currently trying to connect? Have you ensured that all connection information is correct from the network provider?
