nRF21540 DK power consumption not matching product spec at maximum TX gain

I'm using the nRF21540 DK with the Power Profiler Kit II in ampere mode for measuring current draw. I had the gain set to +20 dBm for testing but I noticed the system was only drawing ~20mA at most when flashed with the NUS sample. I'm not sure if I'm misunderstanding the listed values here or I have some incorrect configuration for the DK, but I haven't seen the power consumption reach anywhere close to 110mA for the full system.

I then flashed my board with the radio test mode FW and sent commands for tx_output_power 0, 10, and 20. When I send start_tx_carrier at each output power setting, I can definitely see a difference so the FEM seems to be working, but is this power consumption in-line with expected values? If not, what could be going wrong?

At 0dBm: 4.75mA average current, 12.46mA max

At 10dBm: 6.57mA average current, 9.61mA max

At 20dBm: 6.59mA average current, 9.52mA max
