LwM2M no longer required for Verizon carrier certification?

Hello,

I have read conflicting information on whether Verizon requires the LwM2M library to certify on their network. We will be certifying a nRF9151 modem.

However, my understanding is that LwM2M was historically required for FOTA verification (Through the Nokia Motive Portal). According to Verizon's latest webinars, their slides state "Accept ANY FOTA solution for Host devices (proprietary or Verizon)".

Thus, why is LwM2M still required?
