Nordic Thingy:91 X no network connection

First to contextualize my situation, I am in Brazil, more specifically in the city of São Paulo. When the development kit arrived, I immediately did the recommended initialization sequence and inserted the chip that came with the kit. However, after almost an hour, it was unable to connect. I have tested it with other chips from local operators and the result was the same. When I connect the module to the terminal, the following message appears ([00:00:20.036,956] <wrn> lte_lc: Registration rejected, EMM cause: 15, Cell ID: 54073139, Tracking area: 50731, LTE mode: 7). Any tips on where the problem is?

    Sorry to hear that your out-of-box experience is not going as expected.

    lte_lc: Registration rejected, EMM cause: 15, Cell ID: 54073139, Tracking area: 50731, LTE mode: 7).

    Cause #15 – No suitable cells in tracking area

          This EMM cause is sent to the UE if it requests service, or if the network initiates a detach request, in a tracking area where the UE, by subscription, is not allowed to operate, but when it should find another allowed tracking area or location area in the same PLMN or an equivalent PLMN.

    What kind of SIM cards are you testing with? Did you test with both Wireless Logic and Onomondo?

    The Wireless Logic SIM does not seem to have coverage for LTE-M and NB-IoT in Brazil. 

    Onomondo SIM should have some support for LTE-M

    I have tested it with other chips from local operators and the result was the same.

    What local operators did you try with? Were these enabled for LTE-M and NB-IoT?
