I have a brand new nrf5340dk and the debug interface is not showing up when connected:
I have other nrf5340s that work so I'm sure its the board specific.

Is your board being detected by the PC?
What about when you try the Programmer app?
Also, since the board shows up in the connected devices section, were you able to flash some basic sample onto it? Do you get errors?

Is it possible to attach a screenshot of what you see in the Programmer app when you select your device?
Also, do you have any logs from the Programmer app?

It does look like there is an issue with the Debug chip on this DK. I will consult with the team on what we can do regarding the same. In the meantime, could you attach what you see when you try:
nrfjprog --ids
and also when you try:
nrfjprog --deviceversion
