The S120 is a pure Central softdevice, and hence it can connect only to other Peripheral devices. Does it means that s120 cannot be used as a peripherial device?

This is not allowed by the BLE 4.0 spec. BLE4.1 however does allow it and I am really hoping that a BLE4.1 S120 (promised for 2014Q1: https://www.nordicsemi.com/eng/News/News-releases/Product-Related-News/Nordic-Semiconductor-announces-Bluetooth-Smart-solution-for-Rezence-Wireless-Charging-and-the-S120-8-link-central-role-Bluetooth-low-energy-SoftDevice-for-the-nRF51822 ) will support this.....
