Instead of ble is it possible to use 802.15.4 in the physical layer ,if yes which radio module i should use with the raspberry pi to act as a border router?

As far as I know the RPi's don't support 802.15.4. Maybe you can use something like this . I have never tried myself. The IoT SoftDevice and the S140 SoftDevice both use BLE, not 802.15.4. Currently we…

Yes, the nRF52840 supports 802.15.4.
