we are working on nrf52832 for our project. not sure if there is guidelines for pcb antenna. like limit on number of devices or any other certification we need.

How would "limit on number of devices or other certification" relate to PCB antenna design? Each antenna development for 2.4GHz radio is careful process which depends on exact PCB properties as well as surrounding (where you mount it, what will be the casing etc.) - in case that you want to tune it properly with the right gain/sensitivity and direction characteristics. Things like how many connections can chip maintain on top of that antenna is purely property of the IC and SW stack running on it.
The certifications are strongly tight to the antenna but the flow is exactly opposite: you decide what kind of device you build, if it is commercial and if so then in which regions and what segments you target. Based on that you will see which mandatory regulations you need to pass and unless you ever went through each of them you definitely want to hire experienced consultant to guide you!
