Which project are you working with? It seems the debugger configuration is wrong, since it's complaining that it can't find a ULINK device. The SDK projects should be set up to use J-Link by default. If you still have problems with this, I'd recommend you to reinstall Keil, the Segger drivers and finally the SDK.
