The 32M osc will only be turned on when needed - usually only when the radio is used. BTLE (and ANT) require a 32768Hz clock source that uses the low power crystal if present but can use the 32M divided down if not.
This is the reason for the 600uA - the 32M crystal will not be turned off if the low frequency crystal is not present.
