Thread Topology Monitor can associate an user name with a device. Where is it stored (in computer application or directly into the device) ? If it's in the device, can i do that with a cli command ?

Are you talking about the labels for the nodes? These are stored in the memory on the computer:
"You may assign a custom label to a Thread node and store it in persistent memory on the PC side, which helps to track topology changes."

I don't think that it is possible to extract this data from the topology monitor. If you want a more permanent mapping, you should use the Thread addresses, which will not change, and stay the same regardless of what device that is monitoring the network.
