Do you want to run the Current Time Application using an Android app instead of using nRF Connect for Desktop (like shown in the documentation)? It may work using nRF Connect for Mobile. Have you tested this? One of these devzone links may also be helpful: link 1, link 2, link 3.

Can't use Android system Only ?  IOS just use system to do this function.

Seems that Current Time Service is native to iOS (as described here). It seems that this is not native on Android, but you can either use one of the apps I mentioned or take a look at this project that may be helpful.
