ble peripheral(nordic52832) use static passkey ,at same time i have one nordic52840(central ) ,how to use static passkey?

when ble  central set BLE_GAP_IO_CAPS_DISPLAY_ONLY ,i find ble central no need to send the static passkey  or send one wrong static passkey,ble central can also connect ble peripheral .
so why ?
