Stuck at SOFTDEVICE_HANDLER_INIT (Return NRF_ERROR_INVALID_PARAM)

I am unable to initialize soft device, but I am able to initialize log, led, gpio and timer as well, I can see debug prints as well. After debugging I found following information. Please help me to solve this problem.

I am using following chip and softdevice:

- nRF51822 REV3

- SDK12.3.0

- S130

- Example code app_ble_uart

- Board PCA10001

MEMORY
{
FLASH (rx) : ORIGIN = 0x1B000, LENGTH = 0x25000
RAM (rwx) : ORIGIN = 0x20001FE8, LENGTH = 0x2018
}

Q1: I want to confirm, as I am using gcc to compile (Not Keil) is following files is the place to change the Stack and Heap size ?

I am setting stack and heap size in \nRF5_SDK_12.3.0_d7731ad\components\toolchain\gcc\gcc_startup_nrf51.S

- Stack_Size, 2048

- Heap_Size, 2048

Q2: I am getting error in following code: The function  softdevice_handler_init() returns NRF_ERROR_INVALID_PARAM.

#define SOFTDEVICE_HANDLER_INIT(CLOCK_SOURCE,                                                      \
