The nRF52840 VDD voltage supply range is 1.7~3.6V
So if we provide 3.3V to VDD, the voltage ripple spec. is still 1.7~3.6V?
Or other spec. that we need follow? (for example +-100mV)

As a rule of thumb you should try to have sufficient decoupling to try to reduce ripple to less than "100mV"
So the 100mV means +-50mV or +-100mv?

Try to add decoupling so that VDD does not fall with more than 100mV during for instance BLE or GPIO activity, though maximum it should not fall more than 300mV.
So ideally less than +-50mV, and always less than +-150mV.
