Openthread CLI project is not Building using SES in NCS V1.3.0

Hi,

Observed that Openthread CLI project in NCS v1.3.0 is not compiling as it is using Segger Studio but building with command line. Please fix this.

I received feedback from our Thread developers that this is a know limitation, and is mentioned in the release notes.
