What operating system are you using? If you try searching for it in the search bar above the apps, are you able to see it then?
Could you try uninstalling nRF Connect for Desktop and removing all related files then reinstalling it?

win10-64.It doesn't show up either when typed "toolchain" in search bar.
Yes I tried re-installation.
I search the zone here ,it seems that nobody else has ever posted this problem. That is wierd.

Could you try to removing the .nrfconnect-apps folder located in your home directory?

Your app list seems generally outdated, because you also have other outdated apps (the BLE app has newer versions) which do not show an “Update” button.
Please go to the Settings. I assume you have “Check for updates at startup” disabled there. Click on “Check for updates” in the settings. This should update the app list, which should then include the toolchain manager and also show you existing updates for other apps.

Yes, you are correct that it is most likely a network issue. We have had reports of problems with the network between mainland China and Github, which might cause this error to appear. This can also be the result of using a proxy server or using a company's internal network, which might block some ports for security reasons.
Are you able to open the webpage in your screenshot, https://raw.githubusercontent.com/NordicSemiconductor/pc-nrfconnect-launcher/master/apps.json in a browser? If you are unable to open it, then it is a network problem on your side. If you are using a proxy server, please follow the instructions found here. Please also try to change your network environment.
If none of this works, you can also try installing NCS manually instead of through the Toolchain Manager, using this guide.
