Does that mean System ON constant latency and low power mode are sleep mode and System OFF sleep mode is deep sleep.
How is the Active mode is different than system ON mode? I can see in document Active mode current for nrf52832 with DCDC is 7mA and system ON current is 1.9mA.

Yes, System ON is a sleep mode, with two sub modes constant latency and low power. When System ON is enabled, only the LF-clock is running while sub mode constant latency will provide a higher current draw with more clocks running (not suitable for battery powered applications). System OFF will provide deep-sleep with no clock sources.
