I don't know if it's a bug or not. Does when a node in a mesh network configures it will send configuration request information to the nearest node to send configuration information to the server? currently, my LPN can't use config by that. i am wondering if this is an error caused by using node friend or mesh_lpn?

Configuration uses "normal" Bluetooth mesh communication between two nodes (the configuration server on the device to be configured, and the configuration client on the device from which you do the configuration.) This is normal Bluetooth mesh packets, and there should not be differences between this and e.g. turning a light on or off.
Do you have a friend node in the network, that the LPN is connected to?

As far as I understand, when I have not configured 2 nodes to the same network, it is not possible to make friends between that node and LPN node right?
What I am facing now is that it is not possible to configure the normal way of mesh network operation when Lpn cannot be configured through another node.

Mesh communication can only happen between two devices that are in the same network, yes.
If your low power node only acts as LPN, e.g. does not act as a normal node if not in a friendship, and does not support the GATT bearer, then it needs to find a Friend node in order for you to get access to it for configuration, yes.
