nRF Connect for Desktop, v3.11.1 fails without internet connection?

Yesterday I want to demonstrate the installed toolchain using the nRF Connect for Desktop.

I got errors and it seems to be required to have internet connection.

Is that intended? Is this always required?

Yes, that's the error.

I close it becasue I didn't want to apply updates at that timepoint.

Then I started the toolchain manager in order to open the shell there. But the toolchain manager shows up with an empty list (no environment available). The toolchain was already installed, so I assumed, it's not needed to be connected to the internet.
