Unfortunately, the on-board debugger on the nRF52833 DK is not able to program the Cortex M33 CPU in the nRF9160.

It might work for the application, but updating the modem will probably be a problem.
You will be better off with a J-Link debugger, either on-board on an nRF9160 or nRF5340 DK, or one purchased from Segger.
