I assume you're looking for offline versions of the nRF Connect apps, correct? Please check out this post on how to download specific apps. From there you can move these onto your offline computer however you like.
Please note that some applications need an internet connection, such as downloading NCS version from the Toolchain Manager for example.

Also, I read your "this post" link and it references ~/.nrfconnect-apps/local. We are using nRF Connect for Desktop on a Windows computer. Would ~ on Linux be the same as $HOME on Windows?
