What application are you running on the nRF9160?
What SIM card are you using? CMWs typically require a Rhode & Schwarz test SIM.

With the CMW290 settings and the KS510 license, it works now.
However, why for other manufacturers of NB-IOT & LTE modules there is no need for this license?
To try to understand, what does it allow to do this license on the nr9160 module?

Here is the answer I got from the modem team:
RLC Unack mode is optional for Cat-M devices and we don't have official support for it.
This CMW-KS510 license enables possibility to change RLC mode from RLC Unack to RLC Ack mode.
The default option in R&S callbox is RLC Unack and to change it CMW-KS510 license is required.
