Connection disconnection problem on a CMW290 in LTE

We are testing connection with our rohdes and schwarz (CMW290) devices in LTE with an NRF9160 and we have problems disconnecting with the device.

The modem connects and disconnects immediately.

We have tried to understand why and by using the AT+CEREG test command, we have determined the cause with cause reject 14: Cause #14 – EPS services not allowed in this PLMN This EMM cause is sent to the UE which requests service, or if the network initiates a detach request, in a PLMN which does not offer roaming for EPS services to that EU.

Have you ever had this problem?

can you help us to understand the cause?

Can you help us solve these connection / disconnection problems with our device?

We are going to certify our product with this NRF9160 modem and this LTE connected mode will be used for CEM EN301489-52 certification for radiated immunity.

What application are you running on the nRF9160?

What SIM card are you using? CMWs typically require a Rhode & Schwarz test SIM.

With the CMW290 settings and the KS510 license, it works now.

However, why for other manufacturers of NB-IOT & LTE modules there is no need for this license?

To try to understand, what does it allow to do this license on the nr9160 module?

Here is the answer I got from the modem team:

RLC Unack mode is optional for Cat-M devices and we don't have official support for it.
This CMW-KS510 license enables possibility to change RLC mode from RLC Unack to RLC Ack mode.
The default option in R&S callbox is RLC Unack and to change it CMW-KS510 license is required.
