Our pcb follows the layout example. C3 is grounded. It is not directly connected to the ground plane, but grounded via VSS pin 31. But I have measured poor performance. I  connect C3 GND directly to the Ground plane and it will be normal efficacy. Is it ok to directly connect C3 to ground? Does it have other effects?

This note only applies to the QFN package. The CSP, which you are using, has a different design: 

The two are not interchangeable.
