This issue has resolved for itself without ANY changes from my side, which is not that good because it may stop working the same way it started...
FYI: I didn't reboot my PC. I removed this dongle and a few hours later plugged it back in. I did the same when it didn't work as well but nothing happened.

Which version of the dongle do you currently have? You can check this by reading the line underneath PCA10059 on the white sticker on the back of the dongle (e.g. version 0.6.0). Were you ever asked to update the connectivity FW on the dongle (like shown below)?
Are you connecting the dongle directly into the pc/laptop or running via a docking station? I have now tried multiple v1.0.0 nrf52840 dongles & all of them work flawlessly with nrf connect v2.4.0 with the v2.2.0 BLE app.
The dongle should work perfectly fine when connected directly to a usb port in the PC or via a USB hub. There can be some issues though if you have a docking station in between the laptop and usb port/hub.
Does it work to scan for other BLE devices in the BLE app?
The dongle is plugged into the USB3 hub and the hub is connected directly to the laptop.
As soon as Connect somehow, without any intervention from my side was able to deal with the dongle I do not notice any issues so far.

So now everything works like it should? Do you know what the solution was? Did you have to restart nrf connect or your computer? Did you have to flash the connectivity FW to the dongle again? Or did it just magically work by itself ;) ?
Yes, seems like it. I wish I would know. No, I didn't restart nor to do anything I noticed, just was doing other regular stuff, maybe plugging/unplugging USB devices.
No, I was asked to do it the first time I plugged the dongle in and it has failed afterward. Yep, looks like we're looking for some magic which really sucks.
