So if we provide 3.3V to VDD, the voltage ripple spec. is still 1.7~3.6V?
Or other spec. that we need follow? (for example +-100mV)

Large ripple on VDD may impact analog performance (e.g. it can affect radio performance, adc, and clocks), but the chip will be functional within the entire operating conditions of 1.7-3.6V.
As a rule of thumb you should try to have sufficient decoupling to try to reduce ripple to less than 100mV.
