How to install the missing module required for 'cbor'?

I have installed the nRF Connect SDK 1.3 via Toolchain Manager.

It is working now after I removed the NCS 1.3 and re-installing it again (updating the toolchain does not work although I can see the modules under v1.3.0\toolchain\opt\bin\Lib\site-packages\cbor).

I was able to fix this by adding 

import sys

sys.path.append('path_to_v1.3.0_folder/v1.3.0/toolchain/opt/bin/Lib/site-packages/cbor')

to the boot_record.py file located at v1.3.0\bootloader\mcuboot\scripts\imgtool
